If your organization is currently using ArcGIS Enterprise 10.9.1 or earlier and you're intending to upgrade your environment to 11.x, consider that there are several architecture and application changes in 11.x that are likely to impact your environment.
ArcGIS Enterprise 11.0 introduced several retired and modified workflows. Before upgrading to 11.x, review each retirement notice carefully. If your organization is using a version prior to 10.9.1, you may also consider the benefits of a transitional upgrade to 10.9.1 before directly upgrading to 11.x.
Caution:
If your organization is impacted by these retired or modified workflows, it is recommended that you upgrade to ArcGIS Enterprise 10.9.1 before upgrading to 11.x. By doing so, you can migrate existing services and content as needed before upgrading. ArcGIS Enterprise 10.9.1 is a long-term support release and the last release to include all the features that were removed in the 11.0 release.To determine whether your organization will be impacted by these changes, review details for each retirement notice listed below.
If these workflows do not impact your organization, you can upgrade directly from ArcGIS Enterprise 10.7.1 or later to 11.x.
Retirement notices
Review each notice below and determine whether they impact your organization's workflows.
At 11.0 and later, the following are no longer supported in ArcGIS Enterprise:
- ArcGIS Dashboards Classic
- ArcMap-based publishing and administrative workflows
- Classic Esri Story Maps templates
- .NET Framework-based extensions built with ArcGIS Enterprise SDK
- Presentation for Map Viewer Classic
- Raster basemaps
- Retired and mature status Configurable App templates
- Supporting documentation for retired workflows
- Windows Server 2012
ArcGIS Dashboards Classic
ArcGIS Dashboards Classic has been retired and is no longer available in the app launcher. All dashboards now open in ArcGIS Dashboards. Most dashboards authored in ArcGIS Dashboards Classic will continue to work in ArcGIS Dashboards.

ArcMap-based publishing and administrative workflows
All ArcMap-based publishing and administrative workflows are no longer supported in 11.x. Instead, you will use ArcGIS Pro, ArcGIS Server Manager, or the portal for these workflows. This change may impact your workflows as it means the following are no longer supported in 11.x:
- Installing ArcMap on the same machine as ArcGIS Server
- Administering or publishing services from ArcMap to ArcGIS Server
- Starting services that were created from ArcMap-based runtime
- Using ArcGIS Server Manager to publish an .sd file that originated from ArcMap
- Building or consuming ArcObjects SOEs and SOIs
Note:
User connections from ArcMap to ArcGIS Server continue to be supported and allow for the consumption of services in ArcMap.
If you upgrade to ArcGIS Enterprise 11.x with ArcMap-based services present, these compatible ArcMap-based services will be migrated to the ArcGIS Pro-based runtime during the upgrade:
- Map services
- Feature services
- Geodata services
- Image services
ArcMap-based services that can't be automatically migrated will be stopped after an upgrade to this release. You must manually migrate these services to the ArcGIS Pro-based runtime:
- Geocode services
- Geoprocessing services
- Network analysis services
- Schematics services
- Services using deprecated data sources
- Services with ArcObjects-based Server Object Extensions (SOEs) and Server Object Interceptors (SOIs) enabled

.NET Framework-based extensions built with ArcGIS Enterprise SDK
The ArcGIS Enterprise SDK targets .NET 6 rather than .NET Framework 4.x. As a result, the software no longer supports extensions built using .NET Framework 4.x. Learn more in the ArcGIS Enterprise SDK .NET guide. Support for Java-based extensions remains unchanged.
Additionally, the APIs exposed in the ArcGIS Enterprise SDK will include some minor breaking changes. Review your use of ArcGIS Enterprise SDK APIs when moving to ArcGIS Enterprise 11.x. These API changes will impact both .NET and Java-based extensions. Any development impact related to these API changes is expected to be minimal, but all extensions must be recompiled. If you have extensions from partners or other external suppliers, you must get updated extensions from them.
Presentation for Map Viewer Classic
Presentation for Map Viewer Classic is no longer available in ArcGIS Enterprise starting at 11.0. It is recommended that you retire all existing presentations before upgrading ArcGIS Enterprise. As an alternative, you may use Exhibit, a new ArcGIS Instant Apps template available with ArcGIS Enterprise.

Classic Esri Story Maps
Classic Esri Story Maps templates have been retired and are no longer available in ArcGIS Enterprise starting at 11.0. For classic stories that are still in use, it is recommended that you remake them using ArcGIS StoryMaps or one of the recommended alternatives before upgrading ArcGIS Enterprise.

ArcGIS Configurable Apps
All configurable app templates that are in retired or mature status are no longer available starting at 11.0. Existing apps created from these templates can also no longer be viewed in ArcGIS Enterprise. Before upgrading, you must re-create affected apps using one of the recommended ArcGIS Instant Apps templates. In addition, ArcGIS Configurable Apps templates no longer allow you to download the app source code.
Raster basemaps
Several Esri raster basemaps have moved to mature support and will no longer be updated. It is recommended that you use Esri vector basemaps to take advantage of the additional map styles and latest data updates.

Supporting documentation
For each retired workflow in this release, its supporting documentation has also been retired.
When accessing a retired documentation topic in a browser, you may encounter a 404 message. When this occurs, you can typically revert back to a prior version of the topic, where it still exists.
To revert a retired page back to a prior version, update the /latest or /<version number> portion of the URL with a prior version number and try again. For example, the page below has been removed at 11.0 as describes a workflow to publish from ArcMap:

Windows Server 2012
Windows Server 2012 is no longer supported with ArcGIS Enterprise. For additional details regarding supported operating systems, see System requirements topics.
Benefits of a transitional upgrade
In most cases, ArcGIS Enterprise 10.9.1 includes the workflows and apps that have been retired at this release along with their recommended alternative. When upgrading to 10.9.1, you can use migration tooling and transition apps to their next generation alternatives at your own pace. Once you've made this transition, you can upgrade to ArcGIS Enterprise 11.x.
Migrate services to the ArcGIS Pro-based runtime
ArcGIS Enterprise 10.9 introduced migration tooling to help migrate ArcMap based runtime services to the ArcGIS Pro-based runtime. These migration tools were expanded upon in the 10.9.1 release.

ArcGIS Enterprise 10.9.1 also introduced the ability to disable the ArcMap Runtime Support feature. This means you can remove the ArcMap-based runtime from ArcGIS Server after an installation or upgrade. Disabling the ArcMap Runtime Support feature will remove Python 2.x from your system; conversely, enabling the feature will install Python 2.x. This should be considered if Python 2.x is a concern or if you are ready to fully migrate to the ArcGIS Pro service runtime.
Recreate or migrate apps
ArcGIS Enterprise 10.9.1 is the only release to include classic Esri Story Maps templates, ArcGIS Dashboards Classic, and all of the ArcGIS Configurable Apps side by side with Esri Story Maps, ArcGIS Dashboards, and ArcGIS Instant Apps. Before upgrading to 11.0 or later, create next generation applications in the same organization as your old applications.
